Big Lottery Fund Changing Spaces Two of the Big Lottery Fund’s Changing Spaces partner programmes are now open for applications. Local Food is managed by the Royal Society of Wildlife Trusts (RSWT). The £50 million grants scheme is aimed at making locally grown food accessible and affordable to local communities. Small grants from £2,000 up to £10,000, Main grants from £10,001 to £300,000 and Beacon grants from £300,001 to £500,000 are available to not-for-profit groups and organisations in England for projects such as growing, processing, marketing and distributing local food, composting, and raising awareness of the benefits of such activities. The programme will help community groups create or improve green and open spaces to enhance the quality of life in neighbourhoods across England. The types of projects that can be funded include: • Community gardens and parks • Informal sports areas and multi-use games areas • Nature reserves • Squares and village greens • Churchyards • Ponds and projects which improve the local community’s access to green space. There are four sizes of grant available, small grants of £10,000 - £25,000 and medium grants of £25,001 - £49,999 are available on a rolling basis for approximately three years. A limited number of Large grants of £50,000 – £100,000 and Flagship grants of £100,001 – £450,000 will be available. There Deadline: Apply at any time for small and medium grants. Here are the basics for now: Access to Nature from Natural England is a £25 million fund offering grants of £50,000 to £500,000 for work that enables people to learn more about nature and enjoy the outdoors. There are three broad themes: • Community awareness and active participation • Education, learning and volunteering • Welcoming, well managed and wildlife rich places. NEWS From 3 June 2008, the Tubney Charitable Trust will only award grants to invited applicants as its endowment is wound up. A limited budget is available between now and then for new applications to the open grants programme, and after 3 June the Trustees will be spending the £26 million they have left on a small number of large, focused grants. The Trust gives grants of at least £30,000 to charities for projects that have a long-term and significant impact on the biodiversity of the UK and the welfare of farmed animals both in the UK and internationally. A new Government-funded global volunteering scheme has been launched for 18- to 25-year-olds. Platform2 will offer young adults from less advantaged backgrounds the opportunity to live, work and learn about life in poorer countries. The scheme will be delivered by BUNAC, Islamic Relief and Christian Aid. Applications must come from community radio broadcasters that are already broadcasting under a community radio license by the time the applications are considered. Grants cover the core costs of running a community radio station within the UK. The minimum grant is £5,000 with no maximum level in theory. In practice, the average grant is around £13,000 and the maximum awarded in the last round was £16,000. From 1 April 2008, organisations with a turnover above £500,000 will have to pay an annual subscription fee of £75 + VAT for continued access to the site. Website: www.governmentfunding.org.uk Biffaward makes grants through the landfill communities fund for environmental, cultural and educational improvements situated within ten miles of any active landfill site and either 10 or 25 miles of a Biffa Waste Services operation, depending on the scheme. The Flagship Grants Scheme has been relaunched, and there are changes to the application process for the Main Grants Programme. • The Main Grants Scheme now has a two stage application process, and new applications must be made on the new Expression of Interest form. Applicants will now only have to register as an Environmental Body with ENTRUST if you get through the first stage of the application process. Deadline: Apply at any time • The Flagship Scheme will now only support two types of project: Rebuilding Biodiversity, and Cultural Facilities. Projects that develop community buildings will no longer be supported. Grants range from £150,000 to £500,000 for community-led cultural or biodiversity schemes that have something unique and exciting that no other project in the region or country has. To apply, you should contact your Regional Grants Officer to discuss the project before submitting an expression of interest form. It has been replaced by the Working Neighbourhoods Fund (WNF) which is more focused on getting people in the most deprived areas of England into work. The total fund of £1.5 billion will be allocated over three years. In South Yorkshire, Barnsley, Doncaster and Sheffield are all eligible for Working Neighbourhoods Fund. Rotherham did receive NRF funding but will not receive WNF, so will get transitional (and therefore significantly lower) payments. The allocations for 2008-09 are: Barnsley - £6,169,201 Doncaster - £8,014,830 Rotherham - £2,106,934 Sheffield - £11,299,954 The arrangements for commissioning work and distributing this funding will differ in each local authority area. The Sheffield Funding Fair was a very busy day at the Town Hall, with over 400 people visiting the event throughout the day. Lots of funders and support organisations were on hand to give out information and talk to groups about their work and answer queries. Organisations available on the day included SYFAB, the Big Lottery Fund and Awards for All, Key Fund Yorkshire, Sheffield City Council Parks Woodlands and Countryside Department, Voluntary Action Sheffield, Together For Regeneration, Sheffield Church Burgesses Trust, JG Graves Charitable Trust. Some of the funders available also had new information to share: The Peak District Sustainable Development Fund has secured three more years of funding to enable them to support work that develops and tests practical sustainable ways of living in and around the Peak District National Park through until 2011. The Fund will prioritise projects around climate change and energy efficiency. Contact: Voluntary Sector Liaison Team Telephone: 0114 273 4113 Email: vslt@sheffield.gov.uk Sheffield City Council have annouced the new criteria for Working Neighbourhoods Fund money available through the Area Panels: • Active citizenship – resident voice and influence – communityengagement and influence on decision-making e.g. small grants, supporting residents to increase their skills, encouraging volunteering. • Neighbourhood service improvement – planning, delivery and governance e.g. commissioning additional services, projects for sustainable environmental improvements, health and well-being. • Increasing feelings of safety and reducing anti-social behaviour in our neighbourhoods e.g. follow-up from Weeks of Action, tackling specific Sheffield First Agreement targets. • Young people’s positive engagement e.g. co-ordination of youth provision, increasing vol/com capacity, reducing anti-social behaviour, contributing to the city’s Youth Strategy. While some Panels may operate a Community Chest/small grant pot with some of their funds, most of the activity is likely to becommissioned rather than distributed through a bidding process. If you have received Neighbourhod Renewal Fund money through the Area Panels in the past, or if you would like to explore the possibility of delivering activities with Working Neighbourhoods Fund money, you should contact your Area Co-ordinator as soon as possible to discuss your ideas and express an interest. Projects should know if they have been successful in securing funding by the end of May 2008, and have contracts issued by mid June 2008. Well over 100 people came along to the New Life Centre in Canklow to meet funders and support organisations and see a presentation from the Big Lottery Fund. Along with SYFAB, RotherFed and South Yorkshire Community Foundation, several funders were available at the Funding Fair who had specific updates: The Big Lottery Fund announced the next round of People’s Millions. This competition, in conjunction with ITV, offers awards of up to £50,000 plus VAT for projects that improve and provide opportunities to enjoy the local environment and local amenities. Shortlisted projects go through to a public vote on ITV local news. There are a range of competition levels and prizes range from £500 to £7,000. Villages initially enter the county competition with winning county villages then entering the national competition. The Foundation’s priority is for projects focused on personal financial exclusion rather than enterprise development or activities. They do not fund direct service provision or development at the local level, such as credit unions, financial literacy projects or debt advice. All applications must demonstrate how they would contribute to at least one of the following: • Providing better information about financial inclusion and exclusion issues through research and evaluation • Fostering innovation through research or pilot schemes • Building the infrastructure for a sustainable sector • Exercising influence with policy makers and supporting the voice of community based financial organisations.
