Case Study: Information and Advice for Friends of parks and other green spaces... Esmée Fairbairn new criteria The Esmée Fairbairn Foundation has announced new funding criteria. There are now two funding routes: the Main Fund and Strands. Fully constituted organisations are eligible to apply under each route. The Foundation will fund core costs and project costs, but this varies between the Main Fund or specific Strand you apply under. Neither funding route will pay for capital projects. Main Fund: Cultural life, education and the natural environment This fund distributes two-thirds of the total funding and is demand led. It will support work that focuses on the UK’s cultural life, education and natural environment, enabling people who are disadvantaged to take part more fully in society. The average grant will be £50,000 but you can apply for more or less than this. Grants can be from one to three years. The Foundation is particularly interested in knowing how your project: • Addresses a significant gap in provision • Develops or strengthens good practice • Challenges convention or takes a risk in order to address a difficult issue • Tests out new ideas or practices • Takes an enterprising approach to achieving your aims • Sets out to influence policy or change behaviour more widely. Deadline: Apply at any time Strands: Biodiversity, Museums and Heritage and New Approaches to Learning (these will change over time) Biodiversity This strand will provide support for species and habitats that are uncharismatic or hard to fund and aims to support the development of effective conservation approaches. In 2008 the Foundation will prioritise biodiversity conservation in urban areas. There will be £1 million available for this strand. It is anticipated that there will be a few large grants for £150,000 or more, medium size grants at £75,000 and small support grants of £20,000. The Foundation aims to make most grants around the £75,000 amount. Museums and Heritage This strand will support curatorial, conservation and collections management projects. This strand will only fund project costs; ongoing core costs will not be funded. There will be £1 million available in total and grants will be for up to £50,000. A smaller number of larger grants of up to £100,000 will be made. Projects can run for up to three years. New Approaches to Learning This strand will fund schools and pre-schools for work that is unlikely to get statutory funding because it is new, risky, unorthodox or overlooked. The Foundation are keen to fund work that tackles specific educational issues and improves young people’s attainment, particularly where it is likely to influence national policy. There will be a total amount of £1.5 million in this strand, in small grants of £5,000 - £15,000 for initial groundwork to test the case for a larger proposal, and major grants of £15,000 - £250,000. The £38 million programme will give grants of up to £5 million to voluntary and community organisations for work of national significance. The average grant size will be £1 million and Big expects to fund approximately 20 projects. Projects should: • Be led by young people from start to finish • Involve young people in developing, running and reviewing policies and services • Have beneficiaries from two or more of the nine England regions • Meet two or more of the five ‘Every Child Matters’ outcomes • Pilot new initiatives or provide an existing service in a new and innovative way. Eligible project costs can be for new work, existing activities, core work of the organisation, or a combination of these. It will offer three grants of £500,000 over three years to support projects that will deal with the needs of young people who are at risk of leaving school with poor or no qualifications. A further £500,000 will be spent in three smaller grants. The Community Development Foundation (CDF) will be the lead national partner in delivering the scheme. Funding will be available from 2008-2011 in two parts: • £80 million small grants fund for community organisations • £50 million programme to help local grant giving foundations build up their endowments. The CDF will appoint local funders who will deliver Grassroots Grants locally. Funding News will keep you posted. Contact: Community Development Foundation Telephone: 0113 246 0909 Email: north@cdf.org.uk Website: www.cdf.org.uk CASE STUDY This month we look at funding issuesfor 'friends of' green space groups. ‘Friends of’ groups are community groups that have formed to preserve, maintain or encourage the use of a local facility. This can include local parks and green spaces, historical buildings, orsometimes schools and hospitals. This month we look at fundraising issues for ‘friends of’ parks and green spaces. A ‘friends of’ green space group is usually made up of local residents and other people who use a park or green space. The aim of the group is to promote the green space and encourageits diverse use by the community. Many green spaces areowned by the local authority, so it is important for friends groups to work in partnership with their relevant local authority department, whilst ensuring that you remain independent. Funding for ‘Friends of’ groups There are a few fundraising issues that ‘friends of’ groups need to consider. Your group’s status How your group is set up affects the type and level of charitable funding that you will be eligible for. Options for status: • Informal group: an interest group that organises events, activities and small practical projects. Not able to raise money from charitable funders. • Formal community group: with its own constitution, bank account and management committee. This allows you to raise charitable funding. Suitable for groups wanting to raise money for their own small to medium scale events,activities and small capital projects. • Registered charity: allows you to apply for larger amounts of money from a wider range of funders. Permissions/Leases Any potential funder will want to know who owns the land you are planning a project on, and expect that you have the correct permissions/leases. The type of permissions required will dependon what your plans are; revenue projects will generally require lesser permissions than capital works. If you are planning capital works/improvements you will also need to consider who willmaintain your project and what the costs of this are to your group. Revenue or capital A key issue that ‘Friends of’ groups need to be aware of,particularly if you are planning larger scale capital improvements, is that your group is attempting to raise charitable funding that will ultimately benefit another, usually statutory, organisation. Forexample, by creating a new playground your group is improving health and safety standards, the local environment and providing a community focal point that all benefit a local authority-owned asset. Many funders such as large charitable trusts specifically say they will not fund statutory organisations or work for the benefit of statutory organisations. There are two issues to consider here: firstly, a funder needs to feel confident that the work they are paying for will be managed by the ‘Friends of’ group that is doing the fundraising. Therefore make sure that there are no issues that would lead a funder to think that your group is not independent of the local authority or whoever owns the park or green space. For example, you need to make sure that your management committee is mainly made up of local residents and people from the community. Secondly, the funder wants to know that there are safeguards to make sure that the land will continue to be used for itscurrent purpose. For example, if you fundraise for a playground, a funder will want to know that you have a lease or some type of formal agreement from the owner of the land that it will continue to be used as a park and playground, and won’t be sold off to build flats. If you are planning a medium-large capital project on land thatyou do not own or have a lease on, or a formal agreement with the land owner, the only funders likely to support you are those that can fund statutory organisations, such as the Big Lottery Fund or Landfill Communities Fund, or those with a particular local interest, such as local Charitable Trusts (and these will most likely be small grants). In this case, SYFAB won’t be able to offer you a funding search until you have the appropriate agreement or lease in place. For a small capital project, you may be able to raise small grants from charitable trusts who have a local interest. In this case, you can receive support from SYFAB to find possible funders. Revenue projects, such as funding to carry out activities in parks,are less problematic. You will still need permission from the owner of the park or green space, and you will still need to be clear about your independence, but funders will not need the same level of reassurance. The course is for members of small voluntary or community organisations in South Yorkshire. You should be directly involved in fundraising for your group and have a piece of fundraising work in mind that you would like to do as part of the course. There is a £20 fee. Course outline This is what you can expect to learn about on the course: Session 1: Introduction to fundraising An overview of different sources of funding and the different ways these funds operate. Session 2: Planning and preparation for fundraising This session goes through the stages in developing a fundraising strategy or plan and looks at the work you need to do before you can approach a funder. Session 3: Sources of funding How you select which funders will meet your needs best and how to go about approaching them. Session 4: Applying for funding part 1 What are funders looking for? How do you sell your group? This session introduces criteria, guidelines and application forms from funders and gives you the chance to start writing an application ‘for real’. Session 5: Applying for funding part 2 This session continues the work on writing funding applications. You can get individual feedback on your funding application or funding strategy. Session 6: Financial planning for fundraising This session covers how to draw up a budget and cost a project for a funding application. Session 7: Evaluation and Monitoring Understanding what evaluation and monitoring are, how they relate to your group, and how you can make sure you meet funders’ requirements. Session 8: Portfolio Building/Evidence gathering Support in putting portfolios together for accreditation. The session also includes a course review and information on further support and resources available. Course dates Courses will be running from April until June in central Barnsley, Doncaster and Sheffield. Our autumn courses will run from September to December in the Dearne Valley, north Doncaster, Rotherham town centre and the Burngreave area of Sheffield. The 2008-09 round of funding will open for applications on 11 February. Through the initiative, community and voluntary groups and statutory organisations can apply for up to £2,000 for projects that address at least one of the 2008 Policing Priorities: • Improving public confidence in tackling crime and antisocial behaviour • Improving the safety of vulnerable people • Reducing criminal damage • Reducing theft, burglary and robbery • Reducing alcohol and drug related crime • Providing support to victims and witnesses, and vulnerable communities – including victims of racial harassment, homophobic incidents, domestic violence and elderly victims of bogus callers. You must nominate a Police Officer or Police Community Support Officer to support your application. The Fund supports organisations with projects that assist in the integration of refugees. £1 million is available and projects can be supported for up to three years. The maximum grant is £250,000. The Fund is targeted at projects in two areas: • Employment, including helping refugees gain employment, vocational training and qualifications • The development of Refugee Community Organisations. Applications are invited from local, regional or national organisations. As this is European money, you will need to find 50% match funding. Between 12 and 15 Family Pathfinders will be funded across England. These must be led by local authorities, but must also include voluntary sector service deliverers as partners. The programme will also fund 5-6 areas that will add support for young carers to their Pathfinder. It will run until the end of 2013 with a total budget of 885 million euros. The programme will support work under five ‘Actions’: • Action 1 - Youth for Europe: supporting exchanges and youth initiatives and encouraging young people’s participation in democratic life • Action 2 - European Voluntary Service: encouraging young people to take part in a voluntary activity abroad • Action 3 - Youth in the World: encouraging cooperation with Partner Countries by building networks, promoting the exchange of information and assisting with cross-border activities • Action 4 - Youth Support Systems: promoting the development of exchange, training and information schemes • Action 5 - European Cooperation contributing to the development of policy cooperation in the youth field. They will be available for services including those that help not-for-profit providers to adapt how they deliver civil legal aid following the recent reforms. They will also be available for services focused on areas such as special Children Act proceedings, asylum, mental health and help with social welfare issues that will enable people to avoid or climb out of social exclusion. Grants of up to £300,000 per year over up to three years are available. • Specialist Support Service - the LSC is also inviting tenders from organisations interested in providing second-tier support services to legal aid advice providers through telephone advice and support with casework. Up to £2 million of contracts are available. The Appeal is made possible through contributions from students living in University accommodation. This year students contributed £25,000 to the appeal.
